The 2002 Hollywood film Minority Report warning of AI-mediated predictive policing found real world resonance in the 2016 ProPublica expose on algorithm bias in risk assessment tools evaluating the possibility of recidivism in offenders. But the march of algorithm-based decision making and artificial intelligence tools isn’t slowing.

In 2019 Estonia set about designing a “robot judge” to adjudicate disputes less than €7000 to focus the justice system on major cases. Similar claims of Chinese “Internet Courts” functioning in three cities since 2017 with robot judges need more independent verification.
